Perhaps. Answer: If sequestration requires the government to take the work "in house", the government's solution is to terminate the contract for convenience so the contractor can be made whole. "Budget limitations" is a more complex issue - if a FFP contract was awarded, the funds necessary to fund the contract through the "base period" should already be in place.
